1997 LC Engine swap

I want to swap my 1997 LC 180 engine with 2007 V8 Engine

Can that pass the police test toyota to toyota engine.

As long as the engine mounting is the same there shouldn't be any problem. It is a straight six with 4500 cc displacement. Main difference from outside is the electronic distributor and coil

They could give you some issues if you are putting an 8 cylinder engine into a 6 cylinder registered vehicle as it states on the registration card how many cylinders it has from teh factory. Although, if you have an engine cover that covers the spark plugs/distributor cap and doesn't say V8 on it, you could be OK.
