Any one know where I can get a complete 12v loom in Abu Dhabi for a set of spotlights or other than that a 12v relay so that I can build my own.

Ace use to have them but was seriously disapointed on what Ace (Mina port) had in stock regarding off-road equipment

Check on Salam street, there are plenty of shops there. There is one just up from black tiger or whatever it is called with a big yellow sign. He has all sorts of lights, switches, wires, relays basically everything you will need to wire up a lighting system.

I have a couple of hella relays if you want them though mate?
