Air filters and headers add little if any extra noise. The extra noise is caused by either fitting low restriction mufflers (or deleting the mufflers altogether), substituting the cats with straight pipe, or making the pipe size too big.

Still a never answered question by the guys at the test station though. What exactly is legal and what isn't when it comes to mods? I know aftermarket superchargers and turbo's are generally a no-no unless fitted by the agency at the time of purchase. But is there anything in writing that says what is deemed illegal? Like in the US or UK where they have a full list of non-permitted of mods and additions?

I got told when I tried to register my YJ a while ago that it would never pass without a roof as they needed to inspect the roof paint. When I tried to explain to them that it was originally a soft top and never had paint on the roof the guy couldn't wrap his head around the concept, so I spoke to the manager who said I was right, and that the technician made no sense!

I also got told on my last ZJ that I had, that a 2" budget boost was illegal as it was too high; but when I went the next year with a 3.5" full suspension swap, cat back, AEM air intake, 6 additional lights, wheel spacers and a ghetto trimmed front bumber they made no issues and passed it like it was a stock Tiida!

You just never know!!! :D

You must be joking. Here only the law of the jungle applies. ;)
Even when it comes to the loudness of the exhaust, there's no specified noise limit so it depends on the sensitivity of the inspector's (or cop's) ears. I'm sure none of them even knows that a Decibel meter exists so that the measurement can be more scientific.

Not as far as I know and that's the problem. Vehicle inspectors' inconsistent interpretation of the "rules" and the frequently shifting goalposts causes even more confusion.
It seems the only way out is to keep the vehicle as close to stock as possible and if you're going to modify anything at all, do axle gear swaps and internal engine or transmission upgrades that'll be invisible.
