Off Road insurance for cars above 7y.o

Hi all,
renewing my insurance, Axa informed that cars older than 7 years cannot be covered with off road insurance.
RSA and some other insurer gave the same feedback.
Does it mean that cars of 2008 (as my FJ) and before should not go off road?
my car could always be towed to the roadside by friends, but are my passengers covered in case of accident? What about my liability if I cause an accident to another car?
must be a lot of drivers in this case...
