That's a beast of an engine! The torque specs are insane! You can pull Jebel Hafeet out of Oman with that... LOL
The spec sheet from Toyota Oman could have some mistakes in it, so if I were you, to understand exactly why your HP is different from both EU and what Toyota Corp says officially, I would email the Toyota technical dudes in Japan.

Say you are intending to modify your vehicle for competition purposes and require technical information on the 1VD-FTV engine control unit.

Spain would have EU emissions laws so that would cut out differences due to that... Russia does not have hot temperatures, nor dusty environment, so that would eliminate differences for that... It makes sense that KSA and Oman have the same specs, and that they copy down to their web the specs they receive from Toyota HQ. I think really the details to answer your question are very technical and only the guys who make the specs can answer with any certainty.
You could try a little exploration yourself, though - for example, find the ECU or ECM (same thing: the computer chip) and take note of the serial numbers usually printed on it. Then check with Toyota-specific forums in the USA and Australia and see if they know anything about it (http://www.ih8mud.org is my fav) if everyone there has a different chip, then that would point to the difference; if instead they have the same chip, you're back to square zero.
